Initial Training
Hours: 4
Frequency: One-time training must be complete prior to selling annuity products. *Residents who satisfy the training requirements of another state that are similar to the South Dakota law will be deemed compliant for the South Dakota requirement.
Effective January 1st, 2023, licensees who sell annuity products will need to complete an annuity course covering the NAIC Best Interest Standards.
Ongoing 4-hour LTC training requirement: After completing the initial 8-hour training requirement, producers continuing to sell LTC must complete 4 hours of state-approved LTC training by July 1st in even years.
Producers who sell federal flood insurance must complete a one-time, 3-hour course approved for National Flood Insurance Program (NFIP) training.
Combination Crop/Life and Health OR Crop/Property and Casualty Producers
10 CE hours are required every 2 year license term (see license term below). South Dakota has category restrictions. See CE Subject Requirements below.
Farm Mutual Producers; Personal Lines Producers
10 CE hours are required every 2 year license term (see license term below).
Roster Fees
A roster fee of $1.25 per credit hour ordered is required to process course completion hours in South Dakota and will be added to the order total upon checkout.
Nonresident CE Requirements
Nonresident producers planning to sell Long-Term Care (LTC) have special training or education requirements as described below:
Annuity Training
All producers who hold a life insurance line of authority currently licensed to sell, solicit, or negotiate annuity products must complete a one-time annuity training course approved for at least 4 hours. *The satisfaction of training requirements of another state that are substantially similar to the South Dakota law will be deemed compliant for the South Dakota requirement.
License Term
The license term is 2 years, expiring on the last day of the producer’s birth month.
Category restrictions:
General credit hours may be applied to either life/health or property/casualty credits but not crop/hail.
Life/Health AND Property/Casualty = 20 CE credits; CE credits should be EITHER:
10 L/H CE credits and 10 P/C CE credits or
a minimum of 8 CE credits in each license held. (additional CE hours needed should be in L/H or P/C)
Crop/Hail AND Life/Health = 10 CE credits (2 Crop/Hail CE credits and 8 L/H CE credits)
Crop/Hail AND Property/Casualty = 10 CE credits (2 Crop/Hail CE credits and 8 P/C CE credits)
Crop/Hail, Life/Health AND Property Casualty = 20 CE credits. In the case of a multi-line license the maximum crop/hail CE is 2 hours. This could be taken as:
2 CE credits in Crop/Hail, 10 CE credits in Life/Health, and 8 CE credits in Property/Casualty, OR
2 CE credits in Crop/Hail, 12 CE credits in Life/Health, and 6 CE credits in Property/Casualty, OR
2 CE credits in Crop/Hail, 8 CE credits in Life/Health, and 10 CE credits in Property/Casualty
A producer may not receive more than one-half of the required CE hours during any 2-year period from courses sponsored by any one insurance company.
Online
Students should read the course material prior to taking the final exam.
Exam proctor requirements:
Self-study final exams are open book and do not require a proctor.
Exam rules:
Self-study final exams are open book. Producers may refer to the course material as often as needed during the exam. The final exam must be passed with a score of 70 percent or higher to receive credit. If the final exam is not passed on the first attempt, students have an unlimited number of retakes.
CE Carryover Allowance
No excess hours may be carried over into a new license term. All courses must be completed in the period for which they will be reported.
Course Repetition Rules
Courses may not be taken more than once in a 2-year license term.
Certificate of Completion
AOIS provides online, printable certificates of completion in South Dakota. Certificates of completion will be available to print online immediately after a final exam is passed. Producers must keep a copy of each certificate of completion in his or her file for a minimum of 2 years.
CE Completion Reporting
Instant Reporting – Insurance CE credits are immediately reported to Sircon upon completion of courses.
License Renewal Process
Licensees must renew online here www.sircon.com/southdakota. If the licensing renewal and fee is not completed through Sircon by the due date, producers’ licenses will lapse and appointments will be terminated.
CE Exemptions
The following are exempt from South Dakota’s CE requirements:
A producer holding a limited license to sell only credit life and credit health insurance
A producer outside the United States or its territories
A producer who is a resident attorney licensed to practice law in South Dakota
A producer who is a transportation ticket producer of common carriers holding a limited license to sell only travel accident and baggage insurance
A producer who is an employee of a trade association holding a limited license to sell only surety bonds to its association members
A producer who is licensed to sell only bail bonds
Individuals who are over age 65 and have been licensed in South Dakota for at least 10 years.
Limited lines producers are exempt from CE requirements (examples include limited lines credit insurance, travel accident insurance, and rental car insurance producers).
Producers must notify the South Dakota Division of Insurance in writing if he/she falls under one of the exemption categories.
