Massachusetts Continuing Education Requirements

The Basics

Life/Health and Property/Casualty agents are required to complete 60 CE hours, including 3 hours in ethics, are required for the first 3 year license term following receipt of an insurance license.

After the initial term, producers are required to complete 45 CE hours, including 3 hours in ethics, every 3-year license term.  

Public Adjusters are required to complete 15 CE hours are required every 3-year CE compliance term.

Life and Health Producers

Long-Term Care

Initial 8-hour training requirement: Before selling, soliciting, or negotiating long-term care products in Massachusetts, producers must complete a one-time state approved training course of at least 8-hours.

Ongoing 4-hour training requirement: After completing the initial 8-hour LTC training requirement, producers must complete a 4 hour follow-up training course every 24-months following the initial training.


Property and Casualty Producers

Flood Insurance

All Massachusetts property and casualty producers who sell federal flood insurance policies must complete a one-time, 3-hour course approved for National Flood Insurance Program (NFIP) training.

Roster Fees

A roster fee of $1.50 per credit hour ordered is required to process course completion hours in Massachusetts and will be added to the order total upon checkout.

Nonresident CE Requirements

If the nonresident licensee’s home state does not have a CE requirement, the nonresident licensee must then comply with Massachusetts CE requirements.

License Term

  • The license renewal date is every 3 years based upon the licensee’s date of birth (see license renewal process below).

  • The CE compliance period is every 3 years based upon the license issuance date

CE Subject Requirements

Category restrictions:
There are no category restrictions in Massachusetts. Licensees may complete their CE requirement by taking courses approved in any line of authority.

Course presentation:
Licensees may complete the Massachusetts CE requirements through self-study. The self-study course and exam can be either paper or online.

Study requirements:
Students should read the course material prior to taking the final exam.

Final Exam Requirements

Exam proctor requirements:
Self-study final exams are required to be monitored by a disinterested third party. A disinterested third party is an individual with no family or financial relationship to the student therefore they shall not serve for examinations of: family members or relatives or dependents, employers or supervisors, employees or subordinates, partners or joint ventures or co-owners, or for anyone in whom the proctor or instructor has an economic or other interest in assuring the successful outcome of the examination.

Exam rules:
The final exam must be closed book, and no outside information may be used to complete the exam. For online courses, once the exam is opened, access to the course material is restricted until the exam has been graded. The final exam must be passed with a score of 70 percent or higher to receive credit. If the final exam is not passed on the first attempt, students have an unlimited number of retakes.

CE Carryover Allowance

A maximum of 45 excess CE hours may be carried forward to the next 3-year license term.

Course Repetition Rules

A course may not be taken for credit more than once within 3-years from the original completion date.

Certificate of Completion

We provide online, printable certificates of completion in Massachusetts. Certificates of completion will be available to print online immediately after the final exam is passed. Licensees must keep a copy of each certificate of completion in his or her files for 5 years.

License Renewal Process

Licensees can renew their licenses online here. Since the license term is different from the renewal date, and the CE hours are not necessarily due by the license renewal date, licensees have a 30-day period following the license expiration date to renew the license. If the license is not renewed within that 30-day period, the license will be canceled.

CE Exemptions

Licensees are exempt from CE requirements if one of following is true:

  • The licensee holds a viatical brokers/representative license.

  • The licensee holds a reinsurance intermediary brokers/managers license.

  • The licensee holds a surplus lines brokers license.

  • The licensee holds an advisors license.

  • The licensee is a nonresident licensee in a state with reciprocity with Massachusetts.

  • The licensee is on active military duty.

  • The licensee has been continuously licensed since April 4, 1983, and has not become licensed for a new line of authority since the original license issuance.

  • The licensee holds an auto club agents license.

  • The licensee holds one of the following limited lines authorities: travel, accident & baggage insurance, or credit insurance.
