Maryland Continuing Education Requirements

The Basics

Maryland producers are required to complete 24 CE hours, including 3 hours of ethics, every 2-year license term.  

This requirement is for Life & Health agents, Property/Casualty agents, and dual-licensed agents with both Life & Health and Property/Casualty.

Life and Health Producers

Compliance Periods

Continuing education must be completed prior to the licensee’s expiration date. The license term is every 2 years ending on the last day of the producer’s birth month. No license will be renewed for a period less then 2 years.

Producers must complete 3 hours in approved ethics courses. All other hours may be completed by taking courses approved only for the line of authority in which you hold a license. For combined Life/Health and Property/Casualty producers, the student must complete at least 6 hours (25%) of the 24-hour requirement in each line. The remaining hours may be fulfilled in either line. Excess ethics hours will go towards whatever the producer needs.

All producers may complete their entire 24 hour requirement online.

Annuity Best Interest

Licensed producers who hold a life insurance line of authority as of October 8, 2022, engage in the sale of annuity products in Maryland, and have already completed the required 4-hour Annuity Suitability training, must complete additional training which includes the new best interest standard . The producer may choose to complete a one-time Annuity Best Interest 1-hour training course to supplement the previously taken 4-hour Annuity Suitability training or complete a one-time Annuity Best Interest 4-hour training course.

Licensed producers who obtain the life insurance line of authority on or after October 8, 2022, and desire to sell annuity products must complete a one-time Annuity Best Interest 4-hour training course which includes the best interest standard

Long-Term Care

All Maryland producers who sell, solicit, or negotiate LTC policies must complete 2 hours of state-approved Maryland LTC training before selling, soliciting, or negotiating LTC policies.

Initial 8-hour training requirement

Before selling LTC policies in Arkansas, producers must complete an 8-hour state approved Long-Term Care Partnership training.  This requirement is included in the 24 total hours of continuing education.

Ongoing 4-hour training requirement

After completing the initial 8-hour training, producers continuing to sell LTC must complete a 4-hour ongoing training every two calendar years.  This is also included in the 24-hour requirement.

Property and Casualty Producers

Flood

All Maryland producers authorized to sell flood insurance policies must complete 2 hours of flood approved courses every 2 years.

Carryover Allowance

Excess CE hours may not be carried forward to the next 2-year license term.

Course Repetition Rules

A course may not be taken for credit more than once within a 2-year license term. If a course is repeated in two consecutive 2-year license terms, there must be at least 6 months between the course completions to receive credit.

Final Exam Requirements

Self-study final exams do NOT require a monitor. Self-study final exams are closed book. Students have an unlimited number of retakes.

Roster Fees

A roster fee of $1.00 per credit hour ordered is required to process course completion hours in Maryland and will be added to the order total upon checkout.

Nonresident CE Requirements

Nonresident producers selling, soliciting, or negotiating LTC products are required to complete the same special training/education requirements for Long-Term Care Partnership (LTCP) as resident producers selling these products.

Annuity Training for Nonresidents

Nonresidents who satisfy the training requirements of another state that are similar to Maryland’s law will be deemed compliant for Maryland’s requirement.

Nonresident producers are not required to complete the Maryland CE requirements as long as the producer has met the continuing education requirements for his or her home state. If the home state does not have a CE requirement, the producer must complete the CE requirements for Maryland. Nonresident producers may complete all of the Maryland CE requirements through self-study.

Certificate of Completion

American Online Insurance School provides online, printable certificates in Maryland. Certificates of completion are available to print online immediately after the final exam is passed. Because American Online Insurance School reports CE credits directly to the Maryland Insurance Administration, producers are only required to maintain the original certificate of completion in his or her files.

License Renewal Process

Resident and nonresident licensees can renew their licenses online here.

Electronic renewals will be available 90 days prior to the expiration date and within a grace period of 30 days after the last day of their birth month.  To complete license renewal, Continuing Education requirements must be met prior to submission of a renewal application. Continuing education must be completed 30 days prior to the licensees expiration date.  Complete renewal application and submit fees.

CE Exemptions

The following individuals are exempt from CE requirements:

  • If prior to October 1, 2008 a resident licensee has been consecutively licensed for 25 or more years their continuing education requirement is 8 hours.

  • Individuals authorized to sell only HMO coverage, travel insurance, and credit insurance

  • Maryland attorneys who hold a producer license to sell title insurance and are in good standing with the Maryland Court of Appeals

  • Nonresident producers who have met the continuing education requirements of their home state.
